Na základě častých stížností na nedostatečné zajištění sociálních služeb pro osoby s PAS, se veřejný ochránce práv rozhodl provést
dotazníkové šetření s cílem zmapovat dostupnost sociálních služeb pro osoby s PAS, jejichž postižení je současně doprovázeno významnými poruchami chování. Výsledky výzkumu zde.
Obec a kraj by měly zjišťovat, jaké služby a v jaké kapacitě potřebují na svém území, mají povinnost zajistit dostupnost sociálních služeb. Pro splnění této povinnosti potřebují informace o tom, které služby chybí úplně, kde nestačí jejich kapacita apod. Pak mohou být tyto služby plánovány a tak zajištěna jejich dostupnost. Plánování je v kompetenci kraje.
Na procesu plánování by se však měly podílet také obce, poskytovatelé služeb a rovněž zástupci klientů (potencionálních klientů), kterým jsou (budou) tyto služby určeny.
